Why is it that utility companies do not let you place a solar array on your roof that is  capable of producing more power then you consume? Hence making you a pure solar producer.

In Virginia, Dominion Power has a Net Metering Program which allows you to bank excess power that you put on the grid.  While you can't make money at least you can have a nearly zero dollar bill at the end of the year.  They do charge a basic monthly fee regardless.  This program varies State to State.

The Database of State Incentives for Renewables & Efficiency (DSIRE) has a map and a list by State that describes each State's policy.

Beyond the Net Metering program, reasons as to why they don't just pay a producer whatever they put on the grid is business and operations.  Paying you at retail or wholesale beyond your net bill plus managing multiple sources of power feeds on the grid is overhead that they don't want manage and have lobbied not undertake at least to any significant extent.   Amazingly in Virginia my project will only be number 27 in the whole State.  As energy costs, solar efficiencies and political pressures increase I expect that changes will continue to be made in the State programs.
